This led to a lawsuit brought against Secaucus Township by then-Mayor Thomas J. Kelly alleging that his office had beendenied access to certain state assistance programs due to its lack of financial resources; this suit ultimately failed when Kelly gained control of the township's government after he was elected mayor in 1978 despite having no governmental experience whatsoever.
