She was converted into the USS Delaware (1911-1920) during World War I, and then she served as a training ship for naval aviators until her charter ended in 1922. Phillipsburg was founded on July 10, 1764 by George Washington and his army as part of the Moravian Mission. It became an incorporated borough on April 14, 1831. The town experienced significant growth after General James K. Polk's Ulysses S. Grant administration designated it as the staging area for the Union army during the American Civil War. After the war, Phillipsburg grew rapidly as a bedroom community for eastern New York City residents moving westward in search of new opportunities and jobs during Reconstruction. The population reached 9,871 by 2000 but has declined since then; its latest estimate stands at 4,775.[2] Phillipsburg is located within Hunterdon County on Route 23 north of Plainsboro and south of Paterson proper. According to the United States Census Bureau, Phillipsburgh has a total area of 3 square miles (7 km2), all land.[3] As of the census[4] of 2000, there were 4,775 people residing in Phillipsburgh Borough who were affiliated with the Roman Catholic Church (78%). Phillipsburg is a town in Hunterdon County, New Jersey, United States. The population was 9,890 at the 2010 census. The area was first settled by English settlers in 1720. Phillipsburg is named for Colonel Philips of the Dutch Republic who purchased land here from William Penn in 1682. The first settler in Phillipsburg was George Beech who came overland from Pennsylvania on October 4, 1720. He and his family built a log cabin on the east side of the Susquehanna River. Phillipstown was founded by Captain John Philips on December 12, 1728 as an agricultural outpost to support his nagging war against Native Americans known as the Mohawk Wars. After General George Washington's victory over the Indian Confederacy at Saratoga in 1777 brought peace to North America, Philipsburgh became an important trading center with its shipyards and riverfront docks catering to both European and American traders alike. As a result of its importance and commerce, Phillipsburgh prospered until 1814 when it declined due to British military occupation during their War of 1812-1815. Under new British colonial rule,Phillipsburgh reverted back to Dutch control until 1817 when it passed back under English rules permanently afterSir Robert Peel's anti-Catholic Rebellion which ended Protestantism as a major political force in Great Britain before culminating with India's Partition into Hindu and Muslim nations two years later. In 1824 Phillipsburgh passed under Ulysses S Grant's administation becoming part of Michigan Territory following that territory's absorption into the United States during President James K Polk's administration; however, it remained within Hunterdon County until 1890 when it merged with nearby Conestoga Township forming Phillipsburg Borough which still exists today (although completely outside of Hunterdon County). In 1862 local developer Moses Levy bought all but one block of township land comprising what is now downtown Phillipsburg from J P Morgan & Company for $10 per acre which he donated to be used for village/township status with voting rights and full municipal powers primarily reserved for himself while also reserving right to build additional blocks should necessary arise; this resulted in central business district located near current intersection of Market Street/Route 10A (now Courthouse Square) - just east of present day High School - being developed as what is now called "Moses Levy Square".
