The city's first mayor was John Pius IX who served from 1824-1828; his second term passed into history when he died suddenly at the age of 63 years without any children to succeed him. successfully lobbied for incorporation within the new City of Newark but this request met with refusal from then Mayor James Wilkinson due to objections from some landowners in central Passaic Valley who claimed that their land would be lost if their community ever got too big. A deal was struck whereby Passaic would become an incorporated municipality with White Plains as its neighbor while White Plains would keep all its own rights and privileges as a village until such time as Passaic achieved municipal independence; both communities officially adopted this arrangement on May 25th 1898 On January 1st 1902, portions of West Orange came under control of Passaic due to an annexation Agreement negotiated by Borough President Julius Rosenwald In 1923-1925 both cities were merged into one political entity known as "Newark", though they continue to maintain their individual legal status In 1971 Borough President Leonard Lance dissolved both municipalities completely after discovering evidence that tax payments made by East New York residents had been used fraudulently by West New York residents - resulting in widespread condemnation from citizens across the entire county

The town was founded on November 12, 1704 by George Washington and others as a landing for traders travelling up and down the Susquehanna River. On November 3, 1709, General George Washington and his army camped near present-day West Orange after crossing the Delaware River at Trenton. In 1814, when Fort Lee was built on what is now Park Avenue in Passaic Township (now North Brunswick), it became an important military post along the route of the Erie Canal project. In 1818 Fort Orange replaced Fort Lee and served as an arsenal for gunnery exercises off Long Island Sound before being abandoned in 1828. On December 15th of that year Abraham Lincoln was born in Elizabethtown Township (now Union) less than a mile from where he would later reside as President of America

The first Europeans to visit what is now Passaic were French traders operating out of Fort Lee on Long Island in 1609. On July 29, 1764, the British burned down Fort Lee and took over the fort as their base of operations for raiding American settlements on Long Island and Atlantic City. In 1770, the proprietor of a ferry service from Hackensack to Trenton called Isaac Norris established a post on Egg Harbor Creek between Newark and Paterson because he wanted to avoid having to go through Mount Pleasant (now Hackensack). He named it after his home parish in England: Hachiman's Ferry Landing in nearby Monmouth County. In 1814, John Stevens founded Stevens Point along the eastern shore of Lake Erie as an agricultural center with shipbuilding and lumbering as its main economic activities. The town started to grow around him; by 1829 it had 5 blocks square and 100 residents. On December 12, 1847, during the American Civil War, General Robert E. Lee ordered his army into Passaic Valley near Princeton Junction under cover of darkness so that they could cross over the river without being detected by Union soldiers stationed thereabouts
