In 1827, Congress created the U.S. Customs Service with primary responsibility for customs enforcement on America’s Eastern seaboard coastline. The service grew increasingly important due to increasing caseloads and growing threats from pirates and smugglers. In 1892, the U.S. Supreme Court ruled that the Coast Guard could not be used as a law enforcement agency within its own right; instead it became part ofthe Department of Justice under then-Secretary Of Commerce James Kephart.
