The history of the Fairview Police Department can be traced back to 1892. It was started as a small detachment of officers from neighboring Township of Union. The first captain of the department was named William J. Donoghue, and he served for six years. In 1898, the department moved to its present location on Cedar Street in Fairview. The original police force consisted of just four officers. From 1912-1920, the department had two Captains and twelve Sergeants. In 1933, the department experienced its first officer death when Edward Fenton died in an accident while on duty. For many years thereafter, Captain Donoghue was responsible for all major decisions within the department; however, in 1978 Captain George Lutz assumed control and began working solely with internal affairs until his retirement in 1992. In 1988, Mayor John Lynch appointed former FairVIEW Prosecutor Harry Stevens as FairVIEW's first Deputy Police Chief (later renamed Assistant Police Chief). Stevens served for three terms before being elected Borough President in 2002 and serving until 2006 when he resigned after eight years because of term limits set by the New Jersey State Constitution at that time. As Deputy Police Chief under Stevens, one important decision made during his tenure was increasing funding for the department from $2 million to $10 million over five years which helped reduce crime rates in Fairview by almost 50%. After Stevens' departure from office, Assistant Police Chief Anthony Russo took over as Deputy PolicChief until his appointment as Acting Borough President in 2008 which lasted one year due to termlimits set by NJ state constitution again changing this time making it three terms instead of five so Russo would have less than a year's leave between him leaving office and taking over as Acting Borough President again effective Jan 1 2009 through Dec 31 2010 causing further crime reductions across boroughs statewide includingFairview where Crime Rate dropped from 21st lowest to 7th highest non-census area
