It is part of the Omaha–Council Bluffs metropolitan area. The history of Scottsbluff dates back to 1854 when it was founded as a Mormon settlement on the edge of present-day Scottsboro, Alabama by members of the LDS Church. The town began as a small trading post and grew into a political and cultural center during the late 19th century due to its connections with Iowa Senator John C. Fremont and other leaders in American politics. In 1906, the City Council created an administrative district for Scottsbluff which became known as "The Third Ward" after a local street name that had been given to it in 1907 by then-Mayor J.B. Philbin. After World War I ended, Scottsbluff experienced growth thanks to its role as an agricultural center and its position as an important military supply depot for both countries during the war years. In 1925, Mayor Philbin merged two neighboring towns – Newton and Burlington – into Scottsbluff so that they could share services such as water supplies and fire protection among themselves while still maintaining their separate identities. During World War II, ScottsblUFF played an important role in support of Allied forces by becoming one of only three cities in America to operate large scale Victory gardens where residents were encouraged to produce crops for distribution throughout Europe and North Africa (Operation Overlord). In 1945, after V-E Day celebrations had concluded across all participating nations including America, Mayor Philbin dedicated First Ward streetscape elements honoring veterans from all wars while also proclaiming April 15th "Veterans Day" in memory of those who lost their lives serving our country during these conflicts (which has since been renamed National Veterans Day).
