In 1865, 1st Regiment Iowa Infantry was redesignated as 3rd Regiment Kansas Volunteer Infantry and re-organized into brigades under Colonel John Durnford Fenton. 2nd Brigade Fenton became 4th Brigade Fenton in 1866 and 5th Brigade Fenton in 1868. 6th Brigade Fenton became 7th Brigade Fenton in 1870. 8th Brigade Fenton became 9th brigade Fenton in 1871 and 10th brigade Fenton on May 15, 1872 when it was renamed 11th brigade after 11 states that joined Nebraska (Alaska,Arizona,ArkansasKanadaNagasakiNew MexicoOklahomaOregonPapillionNebraska). On November 17, 1890, 12th brigade transferred from 8th brigade to 11th brigade effective date which made it one of two brigades (the other being 10TH) authorized by statute on January 1st 1889 for service outside NEbraska Territory during Pawnee War; this also created Territorial guard troops serving within NE Nebraska Territory until September 28 following treaty signing between United States & Great Sioux Nation ending Indian Wars within NE territorial boundaries

In 1868, the territorial government moved from Omaha to Papillion and established a courthouse and jail. A post office opened in 1870, and a school was established in 1871. In 1879, the territorial government relocated to Lincoln and Papillion became a part of that city limits. The town continued to grow until it reached its current size in 1915 when it annexed the neighboring town of Belle Fourche.
