Norfolk, Nebraska is a town in Douglas County, Nebraska, United States. The population was 1,913 at the 2010 census. It is the county seat of Douglas County. Norfolk is located on the Missouri River and has a humid continental climate (Köppen Climate Classification: Dfa), abbreviated "Dfb" on most maps. The first permanent settler in Norfolk was George Waterman in 1868. In 1871, Clements & Laird built a mill on the Missouri River northwest of town. The mill operated until 1886 when it was destroyed by fire. In 1888, lumber magnate John A. Daugherty bought the mill and moved it to his farm north of town where it still stands today as Norfolk Lumber Company Mill #1. In 1899, he donated land for a public school which would become Norfolk High School; the school opened in 1902. In 1907, Harry Hosmer became the first mayor of Norfolk and served two terms from 1907 to 1911 before being replaced by Jock Mahoney who held office from 1911 to 1917. As one of several towns across America that experienced economic decline due to World War I shortages of munitions and other goods, Norwich saw its population decrease by over 50% during this time period – although its restaurant and hotel enterprises continued to thrive unabated into 1920s inflationary times throughout much of Great Plains country Unions were organizing for a new war but local businesses refused to participate because they feared their workers might be drafted if they didn't sign union cards The decline finally ended with American entry into World War II when production increased statewide good enough for shipbuilding contracts The mills closed down between 1945-1948 but through redevelopment many former mills reopened as restaurants or hotels Postwar prosperity led people back into Norwich which regained its original population size by early 1951
