However, this growth did not last long: within 10 years most businesses had closed or moved out of town altogether due to competition from larger regional rivals such as Helena or Butte. In 1944 local citizens raised enough signatures to get Measure 3 passed that would establish Missoula City Limits; however it never materialized into law because Governor John Slessor vetoed it on grounds that it conflicted with his Priorities Committee recommendations supporting statehood for Montana instead of serving as an adjunct to Butte County. Despite this setback, locals continue to push for municipal status quo changes through referenda and citizen initiatives until finally achieving formal city status in 1959 under Mayor Floyd Larkin following passage of MO Local Government Act No 9-59 (now §8-1-010 et seq.). With current boundaries set at Main Street between First Avenue SOUTHWEST of downtownand Second Avenue NORTHWESTmostof downtown –Missoula continues serve both functions simultaneously despite efforts by some residents to split off portions thereof into separate municipalitiesstill called “Missoula” while remaining part of Downtown MISSOULA!
