West Plains, Missouri is a town located in Howard County, Missouri, United States. The population was 8,780 at the 2010 census. West Plains is part of the Rolla–Keokuk Micropolitan Statistical Area. The first Europeans to visit what is now West Plains were French traders in 1673 and 1674. The area that would become West Plains was laid out as an Indian trading post by Pierre de Laclède on his exploration of the area in 1768-1769. In 1811, Samuel McCabe purchased about of land from the Osage Indians for $1 million dollars. That same year, Elijah Woods established a mill here which continued operation until 1861 when it was destroyed by fire. In 1837-1838 William Noyes built a house here known as "Noyes House". He became one of the largest landowners in Howard County and donated many acres to west rural school District No. 1 (nowRolla), which he also helped establish. From 1847 until 1860, Noyes served as Mayor of Rolla and later as Governor of Kansas Territory (1861-1865). In 1865, Rolla becoming an independent city after being set off from Topeka by state lawmakers who believed that Topeka had too much power over Rolla's affairs. The mayoralty remained with the City Council until 1936 when it was given to the Mayor pro tempore position which then went back to the City Council until 1979 when it became an individual office with no mayoral elections held annually except for special occasions such as holidays or new municipal incorporations/incorporations etcetera.* At this time there are only three members on the City Council - Mayor pro tempore; Jackie Fenton; and Dave Weisbrodt - all elected through partisan vote rather than appointment by councilmembers* *Although mayors have been appointed since

West Plains was an early stage town in Clay County, Missouri, founded in 1853 by the brothers Charles and James West. The town grew to a population of about 100 people by 1860. In 1871, it became the seat of Clay County. The county was abolished in 1902, and West Plains continued to exist as an unincorporated community until its incorporation into the city of St. Louis in 1916. Today, West Plains is a small neighborhood located east of downtown St.Louis on the north side of I-70 between Stoney Creek and Bellefontaine Road. The first settler in what is now West Plains was Charles West, who arrived there from Illinois in 1851 with his family. By 1860, he had built a cabin on the site that would become the present-day town square. The village began to form around this time as farmers started moving into the area to raise crops and buy land for their homes and businesses. In 1871, four other men - John Clayton (a courier), Levi Mitchell (an attorney), Nicholas Biddle (a tailor) and Abel Tappan (a miller) - joined Charles West at his cabin to help start what would become known as "the original wagon train." This group introduced new life to what was then a sleepy little rural community by providing basic needs such as food, clothing and shelter for those living near them while they awaited shipment back home on lumber trains headed westward across America. When Missouri became a state in 1865, much of Clayshire farmland lay within its boundaries; however, many residents decided not to move because they felt they could still remain part of Clayshire just as long as they owned their own land or were paid rent for use of that land by their landlords. As a result, most inhabitants of Clay County when Missouri gained statehood werestill living within their respective counties when Kansas became another Republican state two years later and took over all but one county in Missouri; thuswest plains did not come into being until after that fateful day when Kansas seceded from Missouri national government! Accordingly, only about twenty-five people lived hereabouts during its earliest days – six citizensofSt Louisand fifteen immigrants from Hungary – most OF whom worked either inside or outside the fledgling city limits trying unsuccessfullyto make ends meet while awaiting word from home about whether or not their families would be allowed entry into newly formedClay County under new rules controlling immigration at that time! West Plains, Missouri was founded in 1836 by a group of farmers who migrated from Illinois. The town was named for the plains that were to the west of it. West Plains grew quickly, and in 1854 it became a county seat. In 1860, the Union army captured West Plains during the American Civil War, and the town quickly reverted to Confederate control. It was destroyed by Union forces in 1865, but later rebuilt.
