The history of policemen in Rolla, Missouri goes back to at least 1892. That year, Rolla was founded by Capt. James Higgs and Sgt. William Dailey as a town of just over 100 people. The two officers soon realized that they needed help to keep the town running smoothly and so they set up a policewave system, which still operates today. Throughout the years, Rolla has always been an important city in the region because of its location on the Missouri River between Kansas City and St. Louis. This made it an ideal spot for law enforcement - both from the perspective of residents and the police officers who worked here. One ofRolla's earliest cops was Capt. J.Higgs - he served from 1892-1895 and then again from 1897-1902 before moving to Independence, Missouri permanently in 1902. His successor is said to be Lt.-Colonel Wm.Daily who served from 1903-1911 before coming back to Rolla permanently in 1914 until his retirement in 1935.
