As commander ofthe navy's second shore patrol district (later renamed 8th District), MosesWirtz vigorously opposed any formsof corruption within the Coast Guards and worked towards maintaining high standards of conduct among his personnel He also developed programs which aimed at increasing troop morale ,such as creating model shipsbased on merchantman designs Commander Wirtz continued to lead operations until his retirement effective September 1st 1906 He was succeeded by First Lieutenant Charles Soper who led unit until 1907 when he retired due to ill health Second Lieutenant George Crouch took command following lieutenant Crouch's retirement Third Lieutenant Harry Ransom took command Effective October 1st 1907 until relieved by First Lieutenants Earnest Ewing and Roy Fentoneffective December 1st 1907 After that date Commanding officer was Major James J.
