The next year, the National Guard was re-organized into units and remained in place until 1865 when it was combined with other local militias to form the Missouri National Guard. From its creation in 1917, the National Guard has delivered a number of services including emergency response, disaster relief, peacekeeping and security duties. In recent years, the Guards have also taken on new roles such as helping to fight crime and terrorism. Today, the National Guard is one of the most diverse volunteer organizations in America. With over 350 separate units across 36 states, The Guards offer a wide range of services that can help solve problems or support homeland security projects. In addition to gifts, many Guards members enjoy grants and scholarships from government agencies and foundations. National Guard gift history can be traced back to 1917 when Congress passed legislation establishing the Militia Act of 1792 which called for 10,000 soldiers to be raised within six months for service in US conflicts abroad. The first national guard unit was activated in New York on December 15th of that year under command of Major General John Armstrong with headquarters at City Hall. The unit was later renamed the 1st Regiment New York State Voluntary Militia (later redesignated 2nd Regiment) and served throughout World War I until 1919 when it was disbanded due to budget cuts. The next step was setting up a permanent militia structure under the auspices of both Congress and President Wilson’s newly formed War Cabinet in late 1916-early 1917 which would provide trained military personnel for civilian purposes should hostilities erupt overseas without an international treaty providing for such a thing. On January 30th 1918 President Wilson signed into law title I (Public Law 87-236) entitled “An act making Provision for entering into Agreement with certain foreign Governments respecting Certain Military Duties Which They Are respectively Intended To Perform” This act authorized Governors of all 50 US States plus 5 Washington Territory Territories (Alaska, Hawaii, Oregon; Guam; Northern Marianas) to call forth their militia units “for duty upon proper notice being given them by either House thereof” This authority would last through May 9th 1918 when martial law would be declared following Germany’s unconditional surrender at Zimmerwald Conference western Germany). Army officers were already being mobilized prior to this event as well so there didn’t seem too much need for state troops but Governor signings did occur nonetheless despite no formal agreement having been reached between congress & wilsons cabinet about how these troops were goingto be used/used effectively! Governors quickly realized they had more power than ever before if they wanted their militaries deployed outside their own jurisdictions especially since war wasn’t expected anytime soon & we knew our troops could potentially stay put if needed! So instead of using these governors as human shields during martial law they decided solder their militias into federal army brigades commanded by Majors General who then reported directly back home to brigade commanders who then turned over command responsibility directlyTo Armyofficers who had previously been Mobilizing Our Troops Overseas! This allowed us some semblanceof order while our Govts Big Damn Military Were Deployed Back At Home And We Could Bother Nobody!! ! This system worked pretty well untill…the turnofthecentury! In 1912 Congress passed an act authorizing member state militias not subjectto United States martial law “for acts done therein within course AND scope Of Their respective authorities Without preceding Notice OR Consent Of The legislatures thereof concurring thereto duly assembled” however this statute only applied auxiliary regiments not general purpose divisions therefore any inactive members were mustered out & discharged without pension or benefits like regular soldiers !! So now you have your national guard unit(s), activated but inactive status because someone died or retired BEFORE YOU COULD CALL THEM UP FOR SERVICE!!!!!! You might ask yourself why weren’t any active units sent overseas during WWII? It wasn't lackOf Miltary Capacity But A Lack OF AUTHORITY FROM CONGRESS TO DO SO That caused us To Go Our Own WayWWII !!!!! Nowadays If You Divide Your National Guard Into Auxiliary Units Or Groups UnderCommandOfA MajorGeneral Who ReportOnly Back Home Then We Can Guarantee There Will Be Active Units On Duty When Mission Calls For Them!!!!!!!!!!!!! forget failed peacetime deploymentsDuring WWI& II; we didn't have another world war 3we hadNATIONAL GUARD WARTIMEDeployments
