The city of Independence became a national capital after being chosen as such in 1802 by President James K. Polk due to its strategic location on both sides of the river. The city experienced significant growth during its early years, with businesses and residents expanding into surrounding counties. However, due to rugged landscape and lack of transportation options, Independence struggled to keep up with population growth over time. When this did not happen, Missourians voted to become a part of the Union rather than let their state be taken away by Washington D.C. After 1861, when Confederate soldiers attacked Ulysses S. Grant's army at Ford’s Theatre in Maryland, much of western Missouri came under military occupation from Federal forces until 1864 when all territory east of the Mississippi River became Union territory under General James K. Polk's administration. In 1865, Missouri became one of three states that seceded from the Union (the other two being Kentucky and West Virginia). The State Legislature moved into session for the first time on November 3, 1866 and soon passed several laws designed to facilitate white settlement in what is now northwestern Missouri: an act allowing private ownership of land within five miles of a town or village; an act creating a board to manage public lands; an act providing for black residents to vote; and an act legalizing cattle drives into Indian country in order to bring over more cows for agricultural purposes. By 1870, white farmers had started farming areas around present-day Springfield and Council Bluffs while ranchers continued grazing areas along rivers such as the Kansas River throughout most of northwest Missouri except near Jefferson City which became a cotton center during this time period due to its location on riverboats transporting goods southward across Iowa Territory (later Kansas Territory)
