When Florissant, Missouri first settled in the late 1800s, it was a small town of about 1,500 people. The early settlers were farmers and their families who kept livestock and raised crops. By the time the police department was established in 1907, Florissant had become a small town with a single government building that served as the courthouse and jail. The first officer on the Florissant Police Department was John A. Brownell who served from 1907 to 1912. In 1912, Charles H. Drake became the first Police Chief and he held this position until 1935 when he resigned because of health problems. From 1935 to 1951, Jerald L. Payne served as Chief of Police. During this time period, there were three Assistant Chiefs: Carl Ellermeyer from 1946 to 1951; Vito De Simone from 1951 to 1955; and Everett Worthy from 1957 to 1959. In 1960, Don Kline became the new Chief of Police and he held this position until 1965 when he resigned because of health problems. From 1965 to 1967, Virgil Burchfield served as Acting Chief while Harold Payson worked for one year as an interimChief before assumption by Kline in 1967-1968. Finally, William Sievers took overChief duties in 1968 effective January 1st. During Chief Siever's tenure (1968-1974), many important changes occurred within the department including creation of SWAT teams which functioned as tactical units; reorganization which abolished command unit assignments within departments; consolidation which merged several patrol districts into one district; establishment of computerized recordskeeping systems including bodycounts and warrants issued; development of community relations programs such as "Touched By Crime" which encouraged citizens to report any crime they may have seen or knowledge they may have about crimes that have occurred in their neighborhood or town
