Ferguson, Missouri is a city located in the St. Louis metropolitan area and is the seat of St. Louis County. The population was 105,569 at the 2010 census. Ferguson was founded in 1821 by white settlers from Kentucky as a small community on the north side of what is now downtown Ferguson. In 1837, it became an organized town under the name of "Fayetteville." It changed its name to Ferguson in 1881 after Confederate General Robert E. Lee's surrender at Appomattox Court House in Virginia. In 1964, when St. Louis County merged with other counties in Missouri, Ferguson became part of newly created Saint Charles Township within Saint Charles Municipal School District No 4A which also included parts of Normandy Park and Hazelwood townships within that school district. In 2000, Grandview Heights annexed into Ferguson from Normandy Park and Hazelwood townships; this made Ferguson one of only two cities in Missouri without annexed neighborhoods since 1941 (the other being Springfield). As a result, much controversy exists over whether or not to annex more Neighborhoods into the City limits despite overwhelming support by residents for doing so from both sides of the issue via public hearings and neighborhood meetings dating back to before 2000 when that idea first surfaced. On November 3rd, 2013 Grandview Heights voted overwhelmingly against annexation into Ferguson pending further study following complaints from some residents about increased crime rates and lack thereof access to services such as recreational activities or local shopping opportunities inside city limits due to distance between home areas and those areas inside Grandview Heights which are served by nearby communities like Normandy Park and Hazelwoodtownships respectively
