Clayton, Missouri is a town of about 20,000 people located in the eastern portion of the state of Missouri. The population was estimated to be about 38,000 as of 2010. Clayton was founded in 1836 by James H. Clayton and other pioneers who arrived from Kentucky and Indiana. The first post office was established in 1838. On December 1, 1873, Clayton became a city with a population of 30,000 people. In 1914, Clayton's mayor was A.T. Kearney who also served as its firstlderman and treasurer. At this time there were 12 sworn officers on staff including six detectives and four probationary officers which increased when three new positions opened up due to retirements or death (Wessels). By 1920 there were 24 sworn officers on staff with 10 detective deputies plus 8 probationary deputies making it one of the most policed cities in America at that time (Foster) . Between 1916-1920 there were also 2 warrants service employees providing security for court appearances across town while 4 firemen patrolled fires within city limits during this period Additionally 3 ambulance drivers provided medical assistance should any emergency occur within city limits during this time frame
