The Bolivar Army Ammunition Plant was built in 1916 as a result of the Spanish-American War. It became operational in 1917 and continued to produce ammunition until it closed in 1996. The plant is significant for its role in the history of Missouri. In 1871, the Missouri Legislature authorized the purchase of arms from Spain by the state. In 1876, Missouri passed an amendment to the Constitution providing for an army to be formed within two years if necessary to protect the state’s borders. The first regiment of Missouri volunteers was organized at Bolivar on October 15, 1876. Bolivar Army Ammunition Plant opened its doors on November 3, 1917 and produced munitions for both World War I and World War II. The plant closed its doors in 1996 after over sixty years of production. The BolivarArmy Ammunition Plant played a significant role in Mooresville’s military history and is one of only a few remaining facilities that produced munitions during both World Wars. The plant has been commemorated with a museum and picnic area located adjacent to the factory complex today.

Bolivar, Missouri is a town in Jackson County, Missouri, United States. The population was 1,521 at the 2010 census. It is part of the Kansas City metropolitan area. bolivar was founded in 1855 by Bolivar Smith and his wife Mary Jane as an agricultural community on a tract of land that he had purchased from the government. The first post office was established in 1858. In 1870, Bolivar married Jane Cline and they moved to Holdenville, Oklahoma. They returned to Bolivar in 1903 and raised their family there until her death in 1958. He continued to operate the business until his death two years later. Bolivia was named for General José Antonio de Sucre y Boulanger, who led an expedition against Mexico during the Mexican-American War (1846-48). Sucre's column reached Bolivar on 10 October 1847 after crossing the Isthmus of Tehuantepec into north Mexico; he then advanced on Veracruz with 1,500 men only to be defeated by Mexican forces under Santa Anna on 5 November 1847. On 12 November 1847 Congress passed a resolution honoring Sucre with a gold medal and $10,000 gift (). Sucre's body was brought back to Bolivia where he was buried at La Paz Cathedral before being transferred to Santiago de Chile in 1850 following its independence from Spain. In 1865 president Abraham Lincoln appointed John Averell Harriman director of Reconstruction following the American Civil War. Harriman set out to rebuild black America through education and economic development while also restoring white Southerners' faith in democracy and republican values (). harriman visited Bolivar twice during this time period – first on 11 March 1865 when he met with Mayor García López about plans for reconstruction efforts; second on 9 September 1865 when he delivered a speech about "the progress made since my visit" at which time President Nicolás Maduro attended along with other officials including Army general Raúl Castro Ramirez and Minister Miguel Hidalgo y Costilla.). In addition bolivia hosted delegates from fifteen US states which discussed ways best to improve relations between blacks and whites within future elections (). Averell Harriman traveled again to Bolivia two months later when he addressed a joint session of Congress regarding Reconstruction issues.; here he spoke about how important it was for all Americans "to give generously towards carrying out these beneficent objectives", urging that any monies raised be put towards public works projects such as schools or roads instead of private enterprise ; furthering his point by adding that things would not get better until everyone felt like they were part of something larger.,This address helped spur legislation giving citizens voting rights (), finally providing financial assistance for reconstruction efforts totaling over $161 million ()
