Polk founded the town named after himself in Bellefonte Township in Monroe County on the banks of the White River. In 1869, Bellefontaine became an unincorporated community within Montero County and was annexed by neighboring Saint Peters until it became an incorporated village in 1912. The first post office in Bellefontaine opened on July 16, 1837, and was called Post Office No. 2 (present day its namesake). The name of the original post office may be due to its location on one of two banks of the White River which made it convenient for traders shipping goods downriver from St Charles Parish on the Illinois side of the river or because General James K Polk had been born nearby in 1835 and his father owned land along that river near present-day Bellefontaine Heights Elementary School (now located across I-270 from downtown Saint Louis). In 1870, when Bellefontane became an incorporated village under section 15a of articles VIII & IX of Missouri Constitution; all residents were required to pay $1 per year into municipal coffers for operation & maintenance purposes only (municipal officers were not re-elected but salary continued unchanged until consolidation with Saint Peters). This system continued until 1912 when all resident fees were abolished by act 827 § 3 of state government as part as a result public Works Administration projects throughout state mandatedreplacing old& inadequate private property management systems statewide during this era known as "the New Deal". For many years citizens who resided within city limits paid their own way both through property taxes levied on their individual homes & businesses within city limits (& also paying fines assessed against any violators) while those residing outside city limits paid rates set by municipality which varied depending upon type or value of home/business owner’s prior connection with municipality other than owning land within city limits itself although still subject to vote by residents based upon local needs rather than countywide politics; such votes would continue thru annexation efforts into adjacent counties following prohibition period ending November 5th 1947 In 1916–1917 there existed a horse track located just east off US Highway 63 between present day Pembroke Road and Old Franks Road next to what is now Poplar Grove Cemetery although no record exists today showing whether race track actually operated or not There also once stood a small lumber mill located south west corner lot off Hwy 63 between current day West Olive Street & Poplar Grove Cemetery approximately . . . Bellefontaine Neighbors is a small town in Clay County, Missouri, United States. The population was 1,491 at the 2000 census. It is part of the Springfield, MO Metropolitan Statistical Area. Bellefontaine Neighbors was founded in 1858 by white settlers from Kentucky and Tennessee who named it for Bellefontaine Parish in Louisiana. The first post office opened in 1862. In 1886, Bellefontaine had a population of 214 people; by 1920 it had grown to 984 people. The community lost its independent character after it became an incorporated municipality in 1955. The village hall was built in 1909 and has served as the community center since then. Bellefontaine Elementary School is located on Main Street and offers grades kindergarten through eighth grade along with many extracurricular activities including soccer and dance programs.
Bellefontaine Neighbors, Mo. was founded in 1838 by General James K. Polk and his wife Lucy as Bellefontaine Settlement on the site of present-day Bellefontaine Heights. The town was named for two of its original residents, Captain John Bellefontaine and Mrs. Lucy Polk, who donated the land to the town. The first store opened in 1840 in what is now the core of the community. In 1845, Bellefontaine settlers built a school on what is now Park Avenue and organized into a society for mutual support. By 1860, there were 12 stores in Bellefontaine Neighbors with a population of 350 people. In 1865, the first post office was established in the community and it continued to serve until 1959 when it moved to nearby Westport. By 1870, there were also 3 churches in Bellefontain Neighbors with a population of about 150 people each. In 1892, an agricultural fair was held at which local farmers sold their products including hay, appleseed oil, oats and other crops
