One change that took place was that gift giving became an official function within CBP under Captain John Pohl's direction in 1992 when he became Deputy Commissioner for Gifts & Awards within CBP's Directorate Of Gift Management (DGM). Prior to this time gifts were only given out through personal visits or informal functions such as receptions or anniversaries etcetera which often did not result in tangible gifts being sent back home by members of the military or civilian communities who had dealings with CBP directly either on a daily basis or more frequently during times such as holidays or special events. It should be noted that while gift giving has become an integral part aspect of our lives within CBP it still carries with it some stigma attached due partially to World War II where so many coastal communities across America suffered damage as a result of Japanese aggression during World War II including Picayune which was hit particularly hard with numerous Pearl Harbor attacks targeting American naval vessels USS San Francisco (CA-31) and USS Arizona (BB-824) both sunken off Louisiana coast on December 7th 1941 resulting in loss of life including 6 Americans including 3 Marines killed and 23 sailors wounded;[1] these assaults heightened public awareness about security threats along US coasts leading to increased donations by individuals/groups wishing to support Defence Department efforts against terrorism

Roosevelt issued a Presidential proclamation designating the Coast Guard as an Armed Forces Reserve Force. The United States Congress created the National Defense Reserve Fleet on October 16, 1942 and activated it on November 15, 1942.On December 8, 1944, President Harry S. Truman issued a memorandum directing that all members of the National Defense Reserve Fleet be mobilized for military service in case of war with Japan. On January 3, 1945, Congress passed legislation activating the National Defense Reserve Fleet once again and providing for its activation by federal authorities in case of war with Japan or any other country.The Coast Guard has been continuously manned by volunteers since its inception and has always depended upon voluntary contributions from citizens throughout America for their necessary operations.
Picayune is a town in Quitman County, Mississippi, United States. The population was 1,512 at the 2010 census. It is part of the Jackson metropolitan area. The first white person to live in Picayune was James Buggs in 1827. The town was platted on October 24, 1868 by J.P. Morris from land he acquired from the Choctaw Nation. In 1871, two years after Picayune's incorporation as a municipality, it voted to secede from Quitman County and form its own government with itself as its capital. In that year it had a population of only twelve people and one schoolhouse; however by 1881 the municipal population had swelled to over two hundred people and three schools (one high school). In 1902 Picayune voters approved a bond issue to build a new courthouse and jail which were completed in 1903. The post office at Picayune was established on July 3, 1883, and remained in operation until it was discontinued on July 15, 1954. The townspeople built their first synagogue on Meeting Street in 1888-89 under guidance of Rabbi Jacob Schneerson who also served as first minister of the Congregation Shearith Israel for many years before his death in 1933. A local restaurant chain called 'The Gilded Cage' started up by Fenton Chilton opened its first location here circa 1915-16 followed by other restaurants across town such as Joe's Drive-in & Hamburgers (later known as Polland's), Deli House Cafe (now defunct), KFCChina Buffeteteria/Fryer Place ('Noodle Garden'), Diner Row Restaurant ('Dirty Harry'), Golden Corral BBQ ('GCB'.) all closed up shop around 1970 or so due to economic problems brought about by oil production being off limits within walking distance of downtown Picayune proper while supplies lasted; however much later most if not all reopened reopening efforts have been spectacularly successful with several buildings now still standing including original Gilded Cage headquarters building still operational! In recent years there has been some redevelopment going on with several "touches" or "updated" versions of older buildings but overall things are pretty much static these days...except for occasional appearances by GCB Headquarters which always seats quite a few people even though interior decoration has largely deteriorated over time
Picayune was founded in 1812 by a group of Frenchmen. The town grew rapidly after the opening of the Mississippi River, and by 1836 it had over 1,000 residents. In 1841, Picayune became the capital of Jackson County. After the American Civil War, Picayune remained an important center for cotton production until the early 21st century.
