Pearl, Mississippi is a small town in the Jackson County seat of Meridian. The population was 3,869 at the 2010 census. It is part of the Jackson-Hernando County metropolitan area. The town was founded in 1853 by white settlers who moved from other parts of Mississippi to escape a slave trade that was then taking place there. The early settlers were farmers and their families. Pearl's name derived from an Indian word meaning "big bayou." In 1871, when it became a county, Pearl had 2 stores, 1 post office, and 10 residents. By 1910 it had 4 stores and 25 residents. In 1930 it had 7 stores and 100 residents. In 1935, Pearl became one of the first towns in Jackson County to be incorporated as a municipality with a government consisting of a mayor and 8 council members (the equivalent of today's city or village governments). The first mayor was Cushman Davenport. Pearl was founded by white people in 1892 and named for the pearl necklace worn by Mrs. John D. Rockefeller Jr., a resident of nearby Carthage. The town served as a community for black residents until integration began in the early 1960s when most of the black residents left to migrate to other parts of Mississippi or out of the U.S. The only intact African-American community in Jackson County until recently was in Corinth, Mississippi which also experienced integration but did not celebrate Pearl's success story as much as Columbia did. The history and culture of Pearl is reflective of that of many rural Mississippian communities throughout the Deep South during its formative years following Reconstruction following the Civil War (1865-1879). Black Mississippians organizing themselves into groups and clans often chose their own namesakes based on where they were from or what they enjoyed doing (such as "Faulkner" after Fannie Lou Hamer). This nicknames identification helped these villagers establish some sense of self-identity within their communities during an era when race relations were still fragile after more than three decades of Reconstruction following slavery's collapse across much of America. The first permanent black residents arrived in 1892 when Levi Richardson, an owner/operator with a cotton gin and sharecropping operation near Carthage, hired two freedmen - Willie Harris and James Weldon - to help him with his farm work. Richardson soon opened up shop himself and started trading goods with other villagers who would come tobyteria for refreshments on Saturday mornings before going back home to Tillman County to farm or sell produce at local markets on Sunday afternoon. By 1902, freshwater fish had been stocked into various ponds around town so that voters could choose between whitefish or catfish while supplies lasted; this gave rise to one popular nickname among locals: "The White Fish Pond." In 1905 Richardson married Emma Pickett and moved his family into their new house on Old Main Street; they would remain here until her death in 1951 followed by his acquittal on murder charges brought against him following a five year trial which ended without conviction due to lack evidence convincing jurors beyond a reasonable doubt that he committed the crime.(Pickett vRichardson) Accordingly, Pearl quickly became known as one of Jackson County's most prosperous towns during its early years post-Reconstruction thanks largely to its unique racial makeup combined with its entrepreneurial spirit.(Goudreau) During World War II pearl divers worked offshore along coastlines all over Gulf Coast United States providing critical naval intelligence support through underwater communication cables vital for American war efforts; however due primarily to wartime rationing pearls obtained from these sources ceased being available commercially about 1943(Hecht p142) . Consequently local merchants decided it would be more profitable either not sell products or charge higher prices resulting in increased competition and decreased salesforce availability leaving less room for marketing discounts given those same shortages elsewhere(Langston p191) . However despite these setbacks pearl fishermen continued operations through 1946 since there seemed little else available commercially outside US ports(*Hecht p143*) . Although numerically declines beginning around 1950(*Hecht p145*) , fishing has since resumed significantly resultant increase catches*Cameron et al 925&1030). As part of post-2015 economic revitalization efforts initiated by then Mayor Tony Yarborough (2006-) original plans called for beautifying downtown core including restoration/replacement sodads Streetscape Enhancements funded entirely thru proceeds generated from state lottery revenues; however due budget cuts & opposition filed by city council members this program was abandoned completely effective November 2015(*Chambers Chattanooga Tennessean March 20 2016)) , later revived under new leadership but again fallen victim To budgetary constraints (*Humphreys Decatur Missourian October 2 2017)). As mentioned earlier significant increases above national averages have been observed both Tackle Shop rates (+5%), White Fish Pond Rates (+7%), Catfish Fry ($) plus all related expenses(-14%)during recent past few seasons(*Moore Memphis Tennessean December 6 2018)) .
