Hinds County was organized on December 15, 1819 from parts of Yazoo, Scott, Chickasaw, and Harrison counties. The first courthouse was built in what is now downtown Jackson. The county seat changed to Jackson on February 1, 1827 from Meridianville due to legal challenges brought about by neighboring Jonesborough (now Starkville). On July 20th 1830, a act was passed which designated Jackson as the permanent capital of Hinds County when all other counties were placed within that new office of government. The first tornado struckJackson on October 24th 1861 killing three people and injuring more than hundred then residents before dissipating some distance away near Saint John's Baptist Churchyard southeast of town. A second twister touched down just north-of downtown Jackson on November 8th 1861 causing minor damage but no fatalities or injuries reported; this tornado appears to have been lightly Touchdown 2 because there are no reports archived from that date mentioning any damage done to property or injury sustained indoors or outdoors anywhere in town outside plazas/wards located immediately adjacent to each other - making it difficult if not impossible identify which one this actually was In 1865 an Act was passed providing for free public education for white children up through high school regardless of wealth or color so long as they resided within limits established by law callin "The Free School Law". This legislation provided instruction for African Americans beginning after high school until their naturalization could be processed however struggles continued into the 19th century with various attempts by wealthier whites to limit black access to education beyond high school levels often resulting in violence against teachers and students attending schools opento both races
