Clinton was a small town in Forrest County, Mississippi, until the early 1960s. It was one of the most segregated towns in Mississippi. During the time Clinton was located, black people made up about 60% of the population and white people made up about 40%. The only other town in Forrest County at that time was Prentiss. In 1940, Forrest County passed an ordinance designed to keep black people from living near white people. The ordinance limited African Americans to two blockslong and six wide on each side of a road. It also prohibited them from owning homes or businesses within three blocks of any white person. The ordinance had no impact on Clinton because it did not apply to all residents of Forrest County. There were many whites who lived in areas that were impacted by the ordinance and they still voted overwhelmingly for Democratic candidates during election seasons. While Clinton may have been affected by the ordinance, its effects on its residents are unknown. In 1967, after years of struggle and violence between blacks and whites in Forrest County, an agreement was reached between both communities that created new rules for how race would be handled in their neighborhoods. These new regulations allowed for more interaction between races but didn’t change the underlying demographics that led to so much conflict earlier in life. Clinton quickly became known as a “segregation-proof” town because it refused to budge from its pro-integration stance even after other towns throughout Mississippi began implementing integration policies similar to those implemented in Clintonville outside Jackson (population: over 100,000). This defiance earned Clinton a reputation as being unafraid of racism despite having almost none of its citizensAfrican American descent. After years of hard work and activism by local officials like Mrs.[unclear name] Smithson – then head teacher at Booker T Washington High School – progress had finally been made towards integrating what had once been an racially segregated community into society as a whole; however this progress stagnated around 1990 when Mrs.[unclear name] Smithson died suddenly at age 70 years old without children or descendants remaining able to continue her legacy or fight for justice for her constituents
