Cleveland, Mississippi is located in the southeastern United States. The town was founded in 1824 by General James K. Polk as a strategic location on the Mobile and Ohio Rivers. As a slave-holding agricultural center, Cleveland developed into one of the most important cotton towns in Mississippi. The town's economic decline following Reconstruction led to its loss of population and infrastructure over the years. The first Europeans to visit Cleveland were French traders who landed there in 1821 seeking trade opportunities with African slaves working on plantations near Corinth, Tennessee. In 1830–31 local planters formed the Democratic Party under John Crain et al., which helped them gain control over city government and reduce taxes needed to fund state programs during Andrew Johnson's term as president (1865–1868). When Republican Governor Thomas Dickey took office in 1870 he vetoed all progressive bills passed by city councilors including increasing taxes on sugar cane production which would have supported education and public health initiatives for African Americans living around Brownsville Station – adjacent Brownsville was then known as Natchez – making it difficult for black Mississippians aspiring towards white middle class status politically speaking (Fletcher 1997). Although Dickey later pardoned all outstanding debtors from his time as governor he did not create significant jobs opportunities for citizens since many businesses closed during Reconstruction period due to lack of available capital or competition from neighboring states (Lee 2000). During Gadsden Purchase Period (1870s-1920s) various treaties were negotiated between US President Ulysses S Grant and Mexico resulting in 1 million acres of land granted east of the Appalachian Mountains including what is now eastern Mississippi — still part of present day Texas — forming what is now Alabama — while also giving Mexico control over San Antonio de Tamaulipas across Texas' border — today’s Midland County — much like current day Louisiana does with Corpus Christi County across Texas’ border This area became known as Black Belt due to high percentage black populationsdensity among Native American occupants;[7] although majority Anglo population continued until recent decades when Hispanics are increasingly settling there throughout entire region starting predominantly along major transportation corridors such as I-10/I-94 corridor soon followed by other key urban areas especially downtown Jackson since post WW II period has seen rapid increase in Hispanic residents moving back into traditionally “ Anglo” neighborhoods generally adjoining major commercial districts replacing traditional black residential zones now commonly considered “ inner city” by many observers .
