The United States Army has been a part of the American people for over two centuries. The army grew out of the Continental Congress’s desire to protect their citizens from British invasion. In 1812, President James K. Polk appointed a commission to study military preparedness and recommend ways to improve the militia system. The commission’s report, called “On Military Affairs in the United States,” recommended that the army be raised from one million men to twelve million by 1815. In 1865, after Confederate forces surrendered at Appomattox Court House, General Ulysses S. Grant ordered all Union forces into Tennessee and Mississippi so as not to provoke another war with Great Britain. This order caused great resentment among many Mississippians who had fought on both sides during the Civil War. The General also disbanded the state militias and converted them into an all-volunteer force known as “the Volunteer Infantry Regiment of Mississippi.” This event is significant because it marks the beginning of an era in which military service was mandatory for all Americans regardless of social status or economic condition. After this change in policy, there were no more exemptions from military service for any class or race; everyone could join up at age eighteen if they could afford it (and some did). This led to increased recruitment problems among African Americans who were already struggling under Jim Crow laws at a time when discrimination against black people was still common throughout America. Cleveland, Mississippi is a small town on the Gulf of Mexico bordered by the Alabama state line to the east and south, and Mississippi to the west. The population was 1,521 in 2010 according to the US Census Bureau. The area that now Cleveland was first settled in 1819 by Methodists from Virginia. The early residents were farmers and their families who raised cattle and pigs. They built log homes with simple roofs made ofedar planks covered with brush or cotton straw-thatched with reeds. Many of these homes still stand today. In 1892, Cleveland became a city when it was incorporated as part of Jackson County. In 1907 it became one of the original twelve municipalities in Jackson County which later became Delta County. In 1930, Cleveland again became a city when it detached from Jackson County and formed its own government under a new charter granted by the State of Mississippi. As an independent municipality, Cleveland has had many different names including Cottonport (1890-1910), East Cleveland (1920-1930), Jacksonville (1930-1964), and finally Brownsville (1965-2010). During World War II, Cleveland played an important role as both an airfield for bombers flying over Iuka Air Base in southern Mississippi and as a garrison town for troops stationed at Fort Orchard outside Delta Junction. As Delta County grew larger than Jackson County, Cleveland experienced significant decline until its annexation by Delta county in 1965 which helped revive its economy.
