Shoreview is a city in Ramsey County, Minnesota, United States. The population was 12,845 at the 2010 census. Shoreview is part of the Minneapolis–St. Paul metropolitan area and its economy depends on manufacturing and other services. The first known resident of what would become Shoreview was John Hennepin in 1851. In 1887, the town was platted by millionaire George Fenton and named after his estate on Lake Minnetonka. The city's first mayor was Elisha Knowles and it had a population of just 100 people when it became a city in 1898. During World War II, Shoreline served as a location for many air-raids against targets in the Twin Cities area, including Target No. 3 in Brooklyn Park and Kinnear Air Force Base near Duluth; these raids resulted in the death or injury of more than 20 civilians and military personnel from 1942 to 1945. In 1954, Shoreview moved from its original downtown site to what is now the eastern edge of town along Spring Street between Nicollet Avenue and Superior Avenue. The town hall building was donated to shoreview by Mayor Harry Kleibert to serve as an interim government center until a new courthouse could be built on State Highway 7 across Nicollet Avenue from town hall (which would be completed in 1962). On July 1, 1961, Shorewood became one of only two cities within Minnesota not annexed into Ramsey County following approval by voters there during an election held that date; Beloit annexation occurred five days later under similar circumstances On June 26th 1960 City Councilwoman Mrs Nellie McGuire proposed that tax money should be taken out of all municipality coffers (but not used for general municipal purposes) to finance development projects downtown which she said were urgently needed such as sidewalks & streetlights etc., but no action took place until public outcry three months later due mainly to lack of understanding about this proposal among councillors McGuire had been speaker for previous term & now herself represented downtown
