The Navy has been in Minnesota since 1851. The first ship to be built at the Minneapolis Naval Shipyard was the USS Constitution on September 20, 1851. The USS Constitution served in the War of 1812 and is considered one of the most famous warships in history. The USS Constitution was decommissioned in 1865 and was replaced by the USS Minneapolis (AO-2) on October 1, 1865. On December 5, 1916, President Woodrow Wilson presented a gift to the United States Navy from Sweden for 125 ships totaling $4 million. This legislation marked an important change for maritime affairs as it gave naval personnel more opportunities ashore rather than having them stay afloat all year long and miss out on crucial training time! A few years later, Senator Orville Freeman submitted Senate Bill NoS 291 which would allow service members deployed aboard federal warships anywhere within America up to 12 days per year without having their vessel docked! Similar legislation quickly followed through House Bill 993 both chambers passing it unanimously! This act legalized shore leavefor servicemen Deployed aboard Federal Ships outside OF America and allowed commanders latitude in how this time could be used! On July 30th, 1954 – only three months after passage of Senate Bill No 261 – President Dwight Eisenhower signed Executive Order 10708 establishing Shore Leave policy for Marines stationed onboard Marine Corps amphibious assault vessels underway or en route!! EO 10708 provided that any member consuming shore leave must present proper Identification card/license before boarding his/her vessel!!! In addition any person engaging in boating while ashore must have current fishing license unless accompanied by parent or guardian who holds appropriate fishing license !!!! Finally individuals utilizing facilities ashore must present appropriate clothing including swimsuit if possible !! These changes were meant to modernize crew behavior while ashore so that they would not become disruptive or unprofessional!!!!!!!!!!!!! One could argue that these measures were too little too late…..but hindsight is always 20/20 so we will never know!!! Since its inception into law over 55 years ago, Shore Leave policy has undergone many modifications However one constant has been its purpose: To provide sailors with necessaryadiaporttotheirvesselsmilitarilyandferrethespoilofwar!!!!!!!!!

Shoreview is a city in Minnesota, United States. The population was 9,651 at the 2010 census. It is the county seat of Healy County. The area that is now Shoreview was first settled by Dutch and Danish colonists in 1824. In 1875, it was platted as a town by the Dakota Sioux. The town name likely comes from "shore" or "landing" on the Kinneret River, which empties into Lake Superior near downtown Shoreview. At its peak in 1920, Shoreview had a population of 25,000 people and was home to two schools and one hospital. In 1970, the town lost its charter and became an unincorporated community after being opposed by residents who felt that it no longer met their needs as a commercial center for the region. In 1976, developers bought all of Healy County for $2 million and created Shorewood Township within it to house developmentally disabled adults and their families. As of 2010, there are over 1,000 people living in Shorewood Township including 720 families with children under 18 years old who were ordered to leave Shoreview following the closure of several businesses due to budgetary cuts made by then-Gov. Jesse Ventura (R). The city of Minneapolis annexed portions of Healy County in 1998 as part of its efforts to close budget deficits caused by population growth among municipalities without corresponding increases in services or funding available from state government coffers. In 1870, the town of Shorewood was incorporated within Shoreview and the school became part of that municipality. In 1876, Shorewood voted to annex into ShoreVIEW. In 1899, shorewood-class public schools were discontinued and merged with the new city of Minneapolis; however, the unified name "Shorewood" still remains today as an unofficial term used among some residents to describe their hometown.
