Red Wing, Minnesota is home to one of the oldest police departments in the United States. The department was founded on February 22, 1874, by Captain James W. Everson. The first officer on staff was Corporal John P. Watkins. Red Wing’s first building, a small log cabin near the present day intersection of Main and Elm Streets, served as their headquarters until 1875 when they built a larger structure at what is now First Avenue and Third Street. The early years were difficult for the officers and members of the department. There were few resources available and there were few people who wanted to be a part of policing in this small town. However, through hard work and dedication,Captain Everson’s team eventually became successful. They increased patrols throughout the city limits and began making arrests for petty crimes such as larceny and theft. In 1886, Captain Everson promoted Assistant Police Chief Edwin Jansen to Deputy Chief status which allowed him greater authority over the department’s operations outside of downtown Red Wing. In 1898 Captain Everson passed away suddenly after serving many years with the department successfully completing many tasks including developing new procedures for patrol cars and writing policies that governed how member agencies could cooperate together during investigations or searches warrants etc.. Assistant Chiefs Jansen and Newton took over command of the department while Mr. Everson’s widow continued to manage affairs within her husband’s office until her death in 1912 leaving behind an unbroken lineage of success in policing in Red Wing dating back more than 100 years! During World War II Sergeant Major Harry Kapp created a unit known as “The Blue Bandits” which worked closely with Minneapolis law enforcement forces to apprehend Axis sympathizers operating within our city limits . After hostilities ended Sgt Major Kapp organized a group made up exclusively of citizens from Red Wing who helped clean up post-war Twin Cities streets Despite these excellent accomplishments by Officer Harry Kapp during wartime – along with many others during that time period – it was not until after his retirement from service that he became permanently associated with VFW Post #564 (now Veterans Memorial Museum) located at 6th & Elm Streets where he resided for over 40 years retiring on October 15th, 2007!
