By 1870, there were six homes and five businesses in town proper; however, trade continued to be important for both residents and merchants alike as it served as a way to refill supplies from far away villages during times of drought or through other means such as bartering goods back and forth between tribespeople and European settlers. In 1907, when Owatonna became part of Hennepin County following statehood referendum questions being placed on both sides of the state line -Minnesota residents voted overwhelmingly (93 percent) for annexation into Hennepin County while Wisconsin residents narrowly voted against it (8 percent) -the City Council decided that they needed more services than what could be provided by just a single police officer which led to creation of Police Department #1 in 1909 only four years after incorporation!
