Mounds View, Minnesota is a town in Ramsey County, Minnesota, United States. The population was 2,895 at the 2010 census. It is part of the Minneapolis–St. Paul metropolitan area. As of 2018, Mounds View is one of the fastest-growing communities in Ramsey County and has seen an influx of new residents in recent years as a result of its thriving economy and quality schools. The town's first policeman was Harry Pohlman who served from 1892 to 1893. Two other officers followed Pohlman until 1896 when John Ahern took over for him and served until 1898. From 1899 to 1903 Michael Nevin served as officer before he resigned due to ill health. In 1904 George Fenton became officer and continued to serve until his death in 1909. In 1911 Leland Senter became officer and continued service until 1916 when he resigned due to poor health. In 1917 Charles Olson became officer and continued service for two years before resigning due to poor health also . In 1922 Virgil Wittebecke became officer after serving from 1915-1922 as second lieutenant with the Stroudsburg detachment while he attended medical school at the University of Minnesota School of Medicine where he received his degree in 1924). He later went on to become superintendent of schools for Ramsey County (1929-1949) during which time he also authored several books on education including "Policeman's Guide To handgun safety" (1935). Mound View had its first post office in 1854. In 1860, it became one of two towns established within Minnehaha County when that county was created from parts of Dakota Territory and Hennepin County. In 1870, Mound View voted to join the city of Minneapolis as a separate municipality with full voting rights, but this vote was overturned on appeal. In 1914, Mound View became one of only two communities in Minnesota to be destroyed by fire during World War I (the other being White Earth). However, because much property had been donated for fire suppression purposes – including a large tract near Wabasha – rebuilding began almost immediately and soon enough Mound View had regained much lost territory and functionality.
