Elk River, Minnesota is a town located in the far northwest corner of Minnesota, on the border of Dakota and Missouri counties. The population was 1,898 at the 2010 census. It is part of the Minneapolis-St. Paul metropolitan area. The first coffee beans were grown by European settlers in this area in 1875. The first company to roast coffee was Dutch Coffee Company in 1886. The town's name comes from a creek that flows through it, Elk River. A millrace ran along the creek and used to give water to several farms near the town center. Today, only a small stream still flows out of the millrace and provides drinking water for about a third of the town's population. The first Starbucks opened its doors in downtown Elk River in 1996. In 2003, Dunkin' Donuts moved into downtown and replaced Dutch Coffee Company as the official coffee provider for all three municipalities within their boundaries: Elmwood Park, Elk River, and Stroudsburg; this arrangement lasted until 2007 when Starbucks announced they would close their doors permanently due to economic conditions within their parent company (ABC Corporation). At that time Dunkin' Donuts became one of two remaining anchors of what was then known as "the Twin Cities", which had lost other major businesses such as KFC and Pizza Hut over mergers or acquisitions since 1990s when community leaders began pressing for more significant economic development around downtown Saint Paul (now Minneapolis) with little success In response to these closures progress has been made by city officials including installing wireless internet service throughout many buildings public works have been started such as new lights at intersections which now allow for more efficient driving without having to stop at red lights In addition city officials have worked together with property owners who own land adjacent to downtown Saint Paul/Downtown Minneapolis/Minneapolis-Saint Paul airport formed an aptly named "People's Partnership" program designed to increase access available parking meters throughout Downtown Saint Paul while also providing input on how best to improve pedestrian crossings . These changes are intended help prevent any further decline or loss of jobs associated with high intensity commercial uses like Starbucks however there are reports that recent construction projects may reintroduce traffic congestion onto streets near Union Depot during peak hours

The town was abandoned after only a few months when hostile Sioux attacked; however, some men and materials were taken back upstream andFort Snelling continued to serve as an important trading post until 1799, when it surrendered to French traders under Major Pierre Dorion. In 1871, construction began on what would become one of the most famous engineering feats in American history: construction of the St Paul & Duluth Railroad. This rail line linked downtown Saint Paul with rural farms and villages near Elk River. Because of its location close to water resources and easy access to markets, this railroad became an important factor in the development of Twin Cities culture and commerce during the late 19th century. In 1916, sections of both rails were donated by First National Bank president Cyrus Sibley Kossuth for use as a roadbed for a new bypass around Saint Paul that served as part of Interstate 94; this road still passes through downtown Saint Paul today.
