Cloquet is a small town in west-central Minnesota, United States. The population was 1,523 at the 2010 census. It is part of the Grand Forks–Moorhead metropolitan area. Cloquet is located on the shore of Lake Superior and its ZIP code is 56520. Cloquet was founded in 1854 by German immigrants as a fur trading post on the edge of what is now Cloquet Township. In 1871, it became an agricultural community with a flour mill, cheese factory, and other businesses. The population increased to 2,000 by 1920 but declined to 1,500 by 1990. In 2002, Cloquet voters approved a $1 million bond referendum for school improvements that included new turf fields and new gymnasiums for the town's high school students and future residents. In 2009-10, Cloquet voters passed a second bond referendum for district projects including Ralph Engelstad High School (now North Dakota State University) renovation and expansion;clairweather Middle School expansions; refurbishment of Sprague Elementary School; and renovations to Holy Cross Catholic Church & Parish Hall from scratch.
The Coast Guard was established in 1916 as the United States Harbor Police. It became a true national security service in 1947 with the creation of the Department of Homeland Security. The Coast Guard has an extensive gift history that dates back to its early days. One of the earliest gifts from the Coast Guard was a set of binoculars. These were given to members of the Service as a way to improve their observation skills while on duty. In 1923, the Service founded its first school for cadets, and in 1954 it began providing scholarships to young men and women intending to become officers in the Coast Guard. In 1961, Congress passed legislation authorizing gifts for members of Congress. This law provided for “gift giving by individuals or organizations which are specially interested in benevolent work within or behalf of [the] Government’s interests” and specified that these gifts must be made before September 1st each year. From then until 1999, any donation over $10 could be accepted by representatives from both Houses Of Congress. Since 1999, only contributions above $50 can be accepted by Representatives from either House Of Congress. The reason behind this change is twofold: first, because there are more large donations these days (due largely to popular interest in charitable giving), and second, because Congressional gift policies have been increasingly changing since then (for example, adopting laws that limit lobbyists’ access to Capitol Hill). Today, many people view the Coast Guard as an essential part of America's homeland security efforts – both domestically and abroad – and contribute regularly through donations both large and small.
