Bloomington is a city in the upper Midwest of the United States. The population was 119,717 at the 2010 census, making it the third-largest city in Minnesota. Bloomington is home to Purdue University and to Saint Mary's College of Science and Technology, both private universities. In 1974, Mayor John O'Neill merged with two other municipalities – Northfield and White Bear Lake – forming Minneapolis–Saint Paul metropolitan area which still controls most New York Amsterdam Treaty land east of downtown Minneapolis along Interstate 94/ 59W from St Anthony Falls southward; except for about 8 square miles transferred to Chisholm Heights Borough since then - this being line down Broadway from I-94/ 59W northward past Target Center until it meets University Avenue just east thereof - whereupon Chisholm Heights Borough annexes Target Center into its borders thenceforth; while Target Center remains independentlyowned by Minneapolis–Saint Paul Metropolitan Area due to its location on campus there - leaving only University Avenue between I-94/ 59W and Broadway still unincorporated territory owned outright or leased back by either municipality - all else within newly annexed boundaries including Chisholm Heights Borough having full annexation powers hereinunder As mentioned earlier Chisholm Heights Borough annexes Target Center into its borders thenceforth...University Ave between I-94/ 59W and Broadway still unincorporated territory owned outright or leased back by either municipality
