Blaine is located in southeastern Minnesota near the border with North Dakota and adjacent to the Missouri River valley. The name stuck even after General Blaine's death in 1915 because it sounded like someone from nearby Bloomington or Mankato; those towns were then part of neighboring Stephenson County when Blain began to be developed primarily as a farming community late in that century). In 1924 residents voted to change their name from "Grant" to "Blain". This name change followed similar decisions made by other small towns throughout Minnesota following World War I – when many people wanted names that would represent their area more prominently than if they were just given surnames such as "Smith", "Jones", etc.– because these areas were being bombed by Nazi Germany during World War II (the town of Stillwater changed its name from "Stilwell" shortly before Pearl Harbor). Blaine, Minnesota is a small town in the U.S. state of Minnesota. It is located about 20 miles east of St. Paul and about 10 miles northwest of Minneapolis. The population was 1,802 at the 2010 census. Blaine was founded in 1858 by farmers from what is now Wisconsin Territory and named for General James Armstrong Blain, who led American troops during the Mexican-American War (1846-48). The township was organized on November 3, 1858, as part of Dakota Territory. On February 14, 1862, it became a part of Minnesota when the territory was divided between Minnesota and Nebraska. In 1904 it became a part of Saint Louis County and was renamed to Blaine following that county's merger with Ramsey County to form St Louis County (now Minneapolis/St Paul). Blaine has been home to two schools - one public school and one private school - since its founding. The first public school in Blaine opened in 1859; it closed in 1865 after serving students from all over the area although portions were served until 1906 when the district moved to Maple Grove Township so that students could attend Maple Grove High School there. The second public school opened in 1912; it closed in 1951 due to budget cuts made by then-Governor Arne Carlsonius as part of his effort to reduce government spending generally throughout the Twin Cities region In 1916 both schools were combined into one structure which operated as Highland Heights Elementary School until 1957 when Highland Heights Intermediate School opened which replaced Highland Heights Elementary School effective July 1st, 1957 In 1951 Govt Arne Carlsonius proposed closing both schools due to their age but this proposal failed because residents voted not to close any schools within their community After extensive renovation & expansion from 1962–1972 Blaineshire elementary also reopened effective 1973 as Hiawatha Middle School with 2 floors including science wing & math wing on top creating an educational complex for grades 6th through 12th grades which continues today providing education opportunities for local high school graduates
