After several years of construction, the school burned down in 1836 but was rebuilt with more modern features and renamed Marshall School after General Andrew J. Marshall who served as Mayor of Flint from 1840 to1848. In 1862, when Fort Wayne became an independent city, its citizens decided that they should also have their own government which would be separate from the government of Detroit. Accordingly, on February 15th, 1862 a new constitution for Fort Wayne was ratified and Allen McDowell became its first mayor. On July 1st of that year - two days before Fort Wayne became an incorporated city - the first meeting of the City Council took place at Marshall School where McDowell ordained George Sibley as Mayor pro tempore with power over all matters within City limits subject to approval by the Council members themselves (theCouncil meetings were still held at Marshall School). The City Hall building located at 222 East Jefferson Street now stands as a historic landmark and is used as part of Kwame Kilpatrick’s mayoral campaign headquarters
