Saginaw is a city in the U.S. state of Michigan and the county seat of Saginaw County. The population was 17,521 at the 2010 census, up from 15,819 at the 2000 census. The first permanent settler in what would become Saginaw was John Sheehan who arrived on July 3, 1824 during the final days of George Washington's presidency and founded what would becoming Sheehan Township. By 1827 there were 10 families living here and 4 businesses had been established; all within a few miles of each other on US-14/Mackinac River Road - precursor to today's downtown area. In 1828 Saginaw became as large as present day Detroit when it was included within newly formed Mackinac County. The first courthouse was built here in 1829 and later moved to Battle Creek where it remains to this day. In 1830 Isaac Morrell opened an inn called The Belle Isle which became known for its fine cuisine which featured duck liver pate (now considered an acquired taste). In 1834 he organized what would become the first Farmers Union in America which aimed to improve agricultural conditions across the United States before advances such as railroads made this increasingly difficult or impossible. A post office was established at Saginaw in 1830 but no mail ever arrived due to difficulties getting through Native American resistance including raids on settlers' tents by chief Tecumseh near present-day town limits; these events are documented by General Winfield Scott who ordered his army into Mackinac County following these skirmishes during his punitive expedition against Native Americans under General Marquette in 1837-38: "the whole country round about us lay waste with their villages destroyed ... nothing could be spared but scalps and heads".
