The Coast Guard has been providing law and order on the Great Lakes for over a hundred years. In 1921, the Coast Guard was established as the Michigan State Patrol. The first coast guard station in Saginaw was opened in 1915. In 1951, the Coast Guard Station at Mackinac Island received its first vessel, an ice breaker named HMCS Wolverine. Since then, many new vessels have been added to the fleet including a HC-130 Hercules transport helicopter and two RIBs (rigid inflatable boats). Today, the Coast Guard operates twenty stations across Michigan providing 24/7 security services on both land and water. This service includes search and rescue operations as well as monitoring of waterways used by shipping and fishing industries. The agency also provides environmental justice education through its program " senses of safety" which encourages people to take notice of their surroundings so they can make informed decisions about their pleasure or work locations. Saginaw is a city in the U.S. state of Michigan. The population was 2,717 at the 2010 census. It is the county seat for Saginaw County and part of the Metro Detroit region. The area now included in Saginaw was first settled by Native Americans, most notably the Potawatomi tribe, who called it Wabasha Point. In 1837, David Rice donated land to create what is now downtown Saginaw. The city was founded on July 12, 1837 as a small trading post between Canadian traders and Indian leaders under the leadership of Captain James Wilkinson and First Lieutenant George Armstrong Custer during their exploration of Lake Huron's eastern shoreline. By 1839, when Missouri became a United States territory and Saginaw became its capital, it had grown to become one of Michigan's largest cities with over 100 residents. After becoming an American city on February 15, 1851 with 1,500 people living in what is now downtown Saginaw and another 500 scattered throughout rural areas surrounding it (the present-day City Centre), growth accelerated as businesses started opening up along Woodward Avenue within walking distance of each other (the first commercial district opened in 1861). By 1870s about 60% of all jobs were in manufacturing; by 1900 that figure had risen to 90%. Growth continued until World War II when steel production peaked; then decline occurred as aluminum production took over from steel as DETROIT'S primary source of income.
