The history of policing in Roseville, Michigan began with the first law enforcement officer on the scene when a group of men were attacking a woman. The men had mistaken her for a woman of color and attacked her. The first police officer on the scene was John Lantz, who served from 1885-1892. He is credited with helping to start the town's police department and developing its regulations. From 1912-1914, Officer Percy Bailey led the patrol in Roseville. During this time, he was known for his aggressive tactics and his willingness to use force if necessary. In 1914, following an altercation between two groups of citizens, Officer Bailey used pepper spray to disperse them. This action made him known as "the hero" of Roseville. In 1923, Officer Harry Kapp became the first black policeman in Roseville after being recommended by Captain John Wickenheiser. He served until 1933 when he was replaced by Lieutenant Arthur Laddington Jr.. After lieutenant Laddington's death in 1936, Assistant Chief George Sibley took over command of the department until 1940 when he was succeeded by Deputy Chief Clarence Sheppard Sr.. Deputy Chiefs Melvin Schaefer and Virgil Smith took over during this time and helped develop new policies and methods for policing in Roseville. During World War II, Sgt John Hickey joined the military service as part of Project Manhattan which aimed to provide intelligence information about enemy forces located in Michigan After the war ended, Rosinee community social worker Claudette Crawford assumed command of the department on October 1st 1946 On February 14th 1947 officers from other departments assembled at Sheppard's home to retire all male officers older than 50 years old . Roseville is a city in the eastern border of Michigan. As of the 2010 census, its population was 17,906. The city was founded by General James K. Polk on October 12, 1837 as "Rosenville." It became Roseville on January 1, 1871 when it merged with neighboring towns of Albion and Dexter to form a new city. It was officially renamed Roseville on February 21, 1984 after then-Governor Rick Snyder made the decision to name all of the new cities in Michigan after Governors who had served during the Reagan years (1980-1989). Roseville is a small town in Muskegon County, Michigan, United States. The population was 1,914 at the 2010 census. It is the smallest of the six towns in Muskegon County, and it is located on the east side of the county. The first permanent settler in what is now Roseville was James Buchalter in 1824. He and his wife Emeline built a cabin on a bluff overlooking Muskegon River. They were among the first white people to reside permanently in present-day Roseville. The Buchalters are buriedlocation: Town Cemetery) there. A post office called "Buchalter" was established in 1829, and remained operational until it was discontinued in 1903. In 1836, John Griggs built a cabin near what is now downtown Roseville. Griggs had come from Indiana and arrived at that time as part of General David Dixon's forces west of Detroit to help suppress anti-capitalist agitation within that state prior to its annexation by Michigan into the United States during the Mexican War (1846–48). Afterward he settled down in present-day Roseville and started an agricultural business which prospered until 1872 when an ice age hit America causing major changes to temperature patterns across much of North America; this led to crop failures throughout most of central Michigan resulting from lack of moisture storage capacity within cold winter months The Griggs family continued farming into the early 20th century; however their farmstead ceased operations around 1915 due to dwindling resources and rising costs associated with World War I . In 1923 two brothers - Willis (Walt) and Donnie Griggs - purchased title rights to land comprising present day Downtown Roseville from their father's estate following his death . The brothers soon began building subdivisions on their property which became known as "the City". The city of Roseville was founded in 1847 by John F. Wright and his wife, Sarah. The town was named for the rose garden on their family’s home property. The Wright sisters ran a small grocery business until it closed in 1869. They then started an agricultural store which operated until 1890. In 1865, the Roseville School District was organized and the first school opened in the town. The school becameRoseville High School in 1925 when the community annexed from Lansing Township. In 1922, a new football stadium was built (now known as Michigan Stadium) and RosesVILLE High School played its first game there against Lansing High in 1922. From 1923 to 1926, RosesVILLE also played host to the annual Michigan-Ohio State football game at Yankee Stadium on Lake Shore Drive east of downtown Roseville.
