In 1824–25 Jeremiah Macomb led an expedition known as the Grand Trunk Road Expedition which explored much or all of present-day Michigan except for present day Monroe County (then part of Upper Canada). While exploring these new lands he came upon what could be considered today's downtown Rochester - an open field bounded by State Street on the east side and Third Avenue on the west side then just beyond what are now Clinton Boulevard (northwest corner) and Main Street (southwest corner), now Broadway between First Avenue and Second Avenue (now Woodward Avenue). His party built a cabin here about 1825 which still stands today at 302 Clinton Boulevard (). This site became known as "Macomb Heights." It was not until 1830 whenwright Coles realized this open space stretching from State Streets north to Third Avenue was potential property for development along Fourth Street between State Streets and Fifth Avenues northward - naming this spot "Rochester Square". Rochester's roots go back to 1795 when French Canadian missionaries arrived in what is now Rochester to start a new mission chain across North America. The first permanent European settlers were French colonists who named their town after their leader, Marquis de Lafayette, who had helped bring Freedom to France during the Revolution. In 1824, General John CRAWFORD founded the village of Rivet City on Ottawa Riverbank north of present-day Rochester as an agricultural community for Americans migrating westward following Ohio's gold rush and settlement by Native American groups such as the Potawatomi and Ojibwe. In 1830, he formed a partnership with Simon Cameron and Amos Kendall called "Crawford & Kendall" which became one of North America's largest landholders and political power brokers during antebellum times. The city was established on May 10, 1835 by act of legislature from parts of Monroe Township which then lay within Wayne County (now Oakland) and part of Livingston County (now Livonia). On July 1st 1837, it was made a municipio – or village – under Spanish law with Peter KERRY as its first mayor; all otherrotee mayors were appointed by governor pursuant to Organic Laws §1/2(a). This legislation represented a major change in government structure for townships within Michigan but not for larger municipalities such as Detroit or Lansing; thereafter townships typically passed through the hands of their respective county Commissioners until they attained charter form in 1861 when they assumed full municipal status under MI Constitution §5/3 thru §7(c). At this time township commissioners were elected directly without intervening columns or party affiliation while county commissioners continued to be elected through party lines till 1923 when all counties became charterless units subject only to MI Constitution §§5/3 thru §7(c)). IEEE history professor emeritus Dr Jeffrey Lichtman has written that "the creation of municipalities provided more open competition between township officials than did case management techniques used by county commissioners." He goes on to say that this innovation led successfully to better services for residents despite large budget deficits resulting from growth in government spending during post-World War II boom years when local governments could no longer keep up with population increases: "Municipalities allowed more efficient service delivery because they could involve more citizens directly rather than relying exclusively on middlemen."
