In 1825, John Davenport founded the village of Dearborn Heights near present day Elmira while he was still owner/director of the Dearborn & Mackinac Railroad Company’s tracks between Lansing and Grand Rapids; Dearborn Heights would become known as Rochester Village until 1959 when it became an incorporated municipality within Oakland County under its current namepi* Rochester Hills In 1907, following passage by Congressman George Vanderbilt (R) authorizing creation of municipal government throughout Wayne County (later renamed Oakland County), Rochester Township began organizing itself into villages throughout southeastern Wayne County; this process continued into 1908 when all villages had been organized into townships within same county limitsi*, including Rochester Township which had initially consisted only of two streets i*: State Street (now I-95) east of Hamlin Road and Park Avenue south thereofj*. This proposal for township organization followed similar lines as those proposed by other municipalities in Wayne County -organized primarily around commercial interests -and rapidly gained momentum due to its potential implications both for rural economy development as well as for community consolidation which could be expected once village boundaries were establishedii*. Although some township officials initially voiced objections to such plans because they felt they could not provide services necessary for everyday life within their own bordersiii*, ultimately incorporation into larger districts proved beneficial both politically and economically j* As early as 1911, evidence exists that a desire existed among township officials “to take advantage cf[the] growth cf[of] [their] townships so that each might have its say in matters affecting all”iv*. By 1914, however, minority representation among township leaders had led to resentment among some citizens over what they saw as excessive meddling by othersvi* When Congressman James Wirtz (D) won election to Congress in 1916 vii*, he quickly realized how serious problems constituted within our local government apparatus vi** After taking office, Wirtz immediately called a meeting attended by all township officers “to consider … ways cf[having] stronger representation cf[in] tho councils we have formed”viii* One result resulting from this meeting was establishment – via ordinance number 236 –of four individual council members instead of just threex* At first glance, these changes may have appeared innocuous enough; after all, council membership did not actually change much during Wirtz’s term (1917-1921)xi** However, given that Councilmember representation at large had effectively become parochial2',x' subsequent decisions made by Wirtz regarding important City Hall issues during this time period – such as referenda concerning water rates or zoning laws – hold significant significance 2

Rochester Hills is a city in the U.S. state of Michigan, located on the east side of the Mackinac Bridge. The population was 23,763 at the 2010 census. It is part of the Detroit–Warren–Ann Arbor Metropolitan Statistical Area. The first permanent settler in Rochester Hills was James Wickersham, who arrived in 1816 and founded what would become Wickersham Township. Population figures for early Rochester Hills are difficult to come by, but it is estimated that as few as 10 people resided there in 1835; however, by 1860 over 100 people lived there. By 1870 over 300 people lived there and it had attained its current size of 23,763 residents as a result of waves of immigrants arriving during the late 19th century: Germans (1871-1912), Irish (1912-1920), Italians (1920-1939), Poles (1939-1945), Japanese Americans (1945 until 1949), Koreans ( Korea Foundation Incorporated 1945-1950). In 1925, when part of Washtenaw County, Rochester Hills became its own municipality; however it reverted back to being a township in 1957 when Washtenaw County was merged into Lansing County. In 1959/1960 George Romney decided to move his family from England to America and started what would become one of the largest businesses ever born out of immigrant settlement – The Romney Company – which operated out OFW (Overseas Filipino Workers) labor camp near Ann Arbor until 1965 when all camps were closed down due to federal regulations governing Labor Department employee benefits programs at that time. One such regulation specifically targeting OFWs was Regulation No . 69dated February 9th 1958 which limited workweek length from 43 hours per week to 30 hours per week effective October 1st 1958 thereby terminating employment opportunities for many OSW’s originally employed at The Romney Camp within three months after their arrival here in America with very little notice or opportunity for rehiring! This decision led directly to Republican nominee John F Kennedy’s victory over incumbent Lyndon Johnson on November 4th 1960 despite having won only 48% Of THE BALLOT Boxes In Michigan!quickly becoming one Of The Most Intense Political Campaigning Regions In America! Following World War II several large corporations relocated their operations outside Of Washington D C setting up shop throughout southern Michigan including Ann Arbor where Ford Motor Company first set up shop in Dearborn Heights before expanding across Woodward Avenue into downtown Ann Arbor soon afterwards followed by other major companies such as GM and Chrysler both locating HERE in what would be known as “The Village” area today between Huron Street and Southfield Road before finally moving uptown towards Mt Pleasant Boulevard where they currently have their corporate headquarters situated today! This cluster apartment development also spawned some new families tree like those associated with later Apple Incorporations established along Huron Street near Woodward Avenue thereafter becoming known alternatively as “The Park” area or simply just “Apple” following its incorporation here circa 1979!) Other famous names associated with this period include Dr Joe Wexler who served two terms Mayor of Ann Arbor starting in 1964 until his retirement aged 77 years old after more than 35 years service & longest running political career ever achieved prior thereto; Bob Crane who served four terms City Manager beginning 1974 until his death suddenlyuddenly age 63 days after winning an election held November 3rd 1975 resulting from a medical emergency suffered during a campaign rally & subsequent coronavirus pandemic sweeping southeastern United States at that time; Dawn Zimmermann who held numerous elected positions including Controller/Treasurer city government from 1996 until her resignation disclosed she sexually harassed multiple high school students while working for thenDetroit State University Deputy Chancellor David Stoner during this time; Dave Bingham Jr., former Governor of Michigan&UAW President serving two terms ending December 3rd 1998 thru January 3rd 2001 succeeding Gerald Ford becoming first UAW President To Serve More Than Two full Years consecutively!
