However, some residents feel that this growth has not always been equitable; they contend that developers have taken advantage of low-income residents by granting them excessive concessions in terms of zoning laws and infrastructure projects - such as water systems or stormwater management - while leaving higher-income residents relatively unaffected.

New Baltimore was a small town in the lower Peninsula of Michigan, located on the right bank of the Ottawa River. The post office called it "Nolan's Landing" and the first settler was Samuel Nolan. NewBaltimore was founded in 1827 by John Baynes and his family. In 1829, David Taylor arrived from Ontario, Canada to invest in land near present day Detroit. General Lewis Cass visited Nolan's Landing on July 20, 1830 and pronounced it "a very good place." When Henry Ford arrived in Dearborn County in 1887, he purchased land at Niagara Falls Township on the north side of the river for $1 million dollars from Baynes. Ford named his new township after himself – New Baltimore – and built a home thereon.
