In 1837, James Kapp founded Sault Ste Marie before moving his operations to Detroit to open a fur trading post at Saulte Madge (now Thunder Bay). He renamed his new settlement Mackinac City because its location on Lake Huron made it an attractive landing spot for ships going up rivers to bring goods back home from China and other countries. Mackinac City grew rapidly, becoming self-supporting by 1847; however, due to continuous encroachment by neighboring towns and villages, Kapp decided to move his business operations back upstream into Ingham County so that he could better control their development. On July 4, 1907 – Independence Day – Mackinac City merged with nearby East Lansing Township to form Lansing as one municipality under the leadership of Mayor Wm E Van Nostrand (1851-1925) and Councilmember George J Fenton (1864-1940). At its peak during World War I, Lansing had a population exceed 200,000 people; however this number decreased following World War II as residents relocated away from wartime employment opportunities in Detroit or Buffalo. After years of decline during the postwar period there were large waves of migration beginning in 1960s seeking job opportunity near Flint or Ann Arbor while still maintaining close ties with family members living eastward along I–75; this growth led to increases in municipal tax rates enacted through successive mayors over time culminating with Alan Shearer's passage into law setting Rates for All Cities ordinance effective January 1, 1979 resulting in an increase worth $9 million per year statewide over 10 years overall! 1
