The history of Grand Haven can be traced back to 1795 when Lapeer Township was organized on the east side of what is now Grand Rapids. In that year, First Nation people from Presque Isle were living near present day Holland Center when they decided to move away from British America because their crops were being seized by settlers there without compensation or land rights—a practice known as "redemption". In 1796–97 construction began on what would become Fort Dearborn (later renamed Fort Mackinac) northeast of Lapeer Township; it was initially only used for garrison duty but soon became home to a village called Mackinac City which grew up around it for trade goods with Canada and Europe." In 1824 Lapeer Township expanded southward along what is now Ionia Heights Avenue into territory previously belonging to Dearborn Township; this addition gave rise to new townships called Lucas (1825), Midland (1827), Gratiot (1829), Ottawa (1830), Kalamazoo (1831), Le Roy (1832) & Petoskey (1833). On December 12th 1830 James Kelling laid out his plat map #2 on land grant extending between Ottawa Road & Gratiot River just east-northeast of modern day Strongsville/Midtown area & bounded by Ottawa Rd., US 24W., petersburg Rd., & Iron Springs Dr.; this represents one possible early vision for downtown GRAND HAVEN." It wasn't until 1836 that Lansingburgh township took shape westcentral portion extending across today's endowment area between Presque Isle Rd./Ionia Heights Ave & Saginaw Bayou opposite current-day Eastern Market Place - giving rise eventually to Lansingburgh/Lansingburgh County courthouse complex located adjacent thereto today (& former jail facilities ago)." In 1840 John Darnall laid out his plat map #1 covering much of present day Muskegon Heights northwest corner Black Earth Creek northwesterly boundary line abutting current day Whitesburg Blvd./east border Of East Lansing/south edge Of Southfield all within present day Lafayette Hills neighborhood boundaries." By 1865 efforts had been made by various local officials – mostly those associated with territorial government functions –to establish an agency charged with developing local self-reliance through establishment of roads connecting different villages within Indian Territory;" these efforts failed because lacklustre financial resources seemed unable then even 10 years later to maintain adequate service infrastructure…."This situation continued until November 25th 1870 when President Abraham Lincoln signed Executive Order No.–5676 creating Headquarters Departmental Office Central Agency linked directly with United States Treasury…."With increasing responsibilities came increased funding requirements which led finally to establishment of Local Board OF Revenue established October 16th 1871 under directionof Assistant Treasurer Jno Wirth…. This body functioned intermittently until May 7th 1899…."On July 1st 1889 funding became available from National appropriation thru Act 1117 entitled 'An act providing for appropriations for internal improvements' establishing Special fund destined exclusively toward Improvement purposes within Deptartment Of Internal Revenue…."Assembling an effective management team proved difficult given intricate district lines….. After nearly two years no decision could be reached aboutocating specific funds so special committee appointed….. By 1890 expenditures totaled $4113………and receipts amounted To $28662…. Functions transferred from Treasury Department still continuing thru [the creation] office proper thereto tho' probably some details involved therein have been lost thru transition…."
