In 1894, the Battle Creek Naval Shipyard was founded in Battle Creek, Michigan by Rear Admiral John D. Stockton. The first shipyard in the United States was built to build warships for the Spanish navy and it operated until 1898. In 1904, Rear Admiral George Dewey ordered that all U.S. naval vessels be designed with a single deck and large sternwheel propellers instead of their traditional two-decked design. This change led to the development of the battleship USS Pennsylvania (BB-38) and other noted American warships during World War II. The Battle Creek Naval Shipyard produced many ships that fought in World War II including USS Constitution (CV-4), USS Yorktown (CVN-12), USS Texas (TXL-8), USS Shafter (SSN-584), and USS Portland (CVA-19). In 1967, the Battle Creek Naval Shipyards was closed down due to budget cuts by then President Johnson because of objections from congressional Republicans over depleting resources necessary for military operations overseas. Many of the old battlefleet ships were sold off or scrapped until they were finally replaced by newer boats during the 1970s and 1980s as part ofProject Mercury which resurrected U.S naval architecture after World War II Ended
