The United States National Guard was created on September 25, 1792 when the Second Continental Congress passed a resolution calling for an organization to be formed to protect the nation's borders. The purpose of the guard was put into effect by George Washington when he issued an order declaring that "the people of this continent have no right to leave us, or come into our country, without our Consent." One hundred and fifty-six years later, on November 15th, 1990, President George H.W. Bush signed into law Pub. L. No. 104-132 which amended the Watertown National Guardsmen Act (WNGA). This amendment designated the Watertown National Guard as a federally recognized unit within the United States Department of Defense and gave it full military powers including authority to maintain roads and bridges within its boundaries and provide security for government installations abroad. The amendment also authorized the president of each state in which a national guard unit is stationed to call up any member of their unit for service in time of war or emergency without prior notification to Congress. Today, there are over 6,000Watertown National Guard troops spread throughout thirty-six U.S.* states as well as Puerto Rico* and Guam*. Each troop has access to full military equipment and training; however, they remain under civilian control with ultimate responsibility being vested with local units governing their own activities and operations within their respective territories/jurisdictions** (* These numbers do not include members who are company strength only). The Massachusetts National Guard was first organized on April 14, 1792. The unit was made up of men from the towns of Watertown and Lexington. The guard initially patrolled the border between Massachusetts and Connecticut. On October 15, 1792, theguard was redesignated as a regiment and given its own military banner. In 1803, the guard became an independent brigade under command of Colonel Thomas Gage. In 1814, the regiment was redesignated again as a battalion and given its own flag. In 1828-29,the battalion became a regiment again but this time it served in New York State instead of Maine as part of General John Stark's Army of Upper Canada. On July 1, 1830, the regiment reorganized into two companies with headquarters at Concord Barracks in Watertown. On October 5th 1830, at Fort George (now part of Harvard University), both companies united to form one battalion which continued to serve in New York State until 1840 when it returned to Massachusetts under command of Colonel Nathaniel Hawthorne. On May 3rd 1841-42Colonel Nathaniel Hawthorne resigned due to ill health and his replacementColonel Isaac Aspinwall took over command on September 25th; however he resigned on November 8th due to poor health also leaving command vacant for several weeks until Captain George Higginson took over effective January 4th after Lieutenant Colonel John Wigginton resigned because he felt he could not handle leading an army against Native Americans during winter weather conditions without proper clothing or food supplies; therefore the organization reverted back to two companies once more with Headquarters at Concord Barracks from October 5th 1840-January 4th 1841 .Captain Higginson then ordered company commanders to start packing their personal belongings for departure August 12th 1840 so that all soldiers would be outfitted and ready for war by September 10th 1840; however some troops did not leave until after Christmas Eve 1840 when they were requested by Governor Sumner not to come home beforeChristmas because they were too short supply of ammunition even though there had been no fighting since December 9ths War! After Captain Higgsinson arrived most soldiers left except those who did not have orders leave early like Private First Class James Fenton who stayed behind with his family while his company commander packed his things extra hard so that he would be able to go fight if needed! At least 100 citizens showed up at Concord Barracks when Captain Higgsinson ordered them out front demanding that they let him know if there should be any fighting because if there were they would protect their homes! However no action was taken about this demand despite large crowds outside! A few days later on August 16th 1800 smallpox started spreading through Boston so Captain Higgsinson called in sick from duty on account of illness and ordered all troops home early returning all units except Company B (which still fought) back east on September 11 th 1850 ! There is no record whether or not these people received proper medical attention during or after Smallpox pandemic
Watertown is a town in Middlesex County, Massachusetts, United States. The population was 24,898 at the 2010 census. Watertown is part of the Boston metropolitan area. It is bordered by Jericho to the north and west, Lexington to the east and south, Brockton to the southwest and Somerville to the northwest. The Wellesley River forms its border with Westborough to the southeast. The town center is located on Route 128 between Quincy Market and North Quincy Street. Watertown's main shopping streets are Boylston Street in the north-central business district, Arlington Avenue in eastern Brookline, Dudley Street in southeastern Everett (west of Newburyport), and Quincy Streets near Harvard University in central Watertown. In addition, many large factories have been closed or relocated within Watertown since 2000 as factories have become more difficult or expensive to locate in dense urban areas across New England. Watertown was first settled by Indians about 1765; it was known as Waltham from 1624 until 1765 when it became part of Middlesex County. In 1812 it became a separate township under control of Springfield; then it reverted back under Springfield's jurisdiction again until 1919 when it became a part of Middlesex County again via an annexation by Brockton which gave Watertown full local government status for two years only before becoming fully independent once more In 1920 Rockland County annexed parts of what are now Webster and South Hadley townships while Southampton Township absorbed much of what are now Watertown and North Quincy streets were added to their borders forming what is now North Quincy StREET water town
