Somerville is a town in Massachusetts, United States. The population was 16,974 at the 2010 census. It is part of the Somerville-Winchester-Manchester, MA Metropolitan Statistical Area. The name "Somerville" is from English settlers who named their land after General John Somerville, an American officer during the Revolutionary War. The townsite that now makes up Somerville was settled by residents of Waltham and Cambridge on July 4, 1795 as a result of a land lottery held to determine which community would be home to the new township. At first, only men were eligible for election to town meeting; however, by 1800 women had been admitted and participated in all aspects of municipal life save voting. In 1821 (the year prior to the incorporation of Cambridge), Boston passed an ordinance prohibiting "all outrages upon credit or debit", including loans beyond what could be repaid with interest without being in violation of law. This led to a prohibition on most types of lending in Somerville until 1875 when it was lifted by order of the New England state legislature granted plenary power to municipalities under article IX section 2 thereof – making them "the sole authorities with respect to contracts and transactions" within their jurisdictions subject only to state regulation if not repealed or modified by future statutes enacted pursuant thereto. The Town Meeting Act authorized elected officials other than those currently elected at town meetings (i.e., supervisors) but did not authorize annexation into other municipalities so long as there was no expressed intention on the part of voters therein “to form any corporation” with such effects; annexed areas were always considered part of original Somerville until they were dissolved by resolution passed at a special meeting following annexation proceedings should that desire become manifest local conditions changed thereafter*** .
