Lowell is a town in Middlesex County, Massachusetts, United States. The population was 18,898 at the 2010 census. Lowell is part of the Boston metropolitan area. Lowell was settled by farmers in the early 17th century. The first white settler arrived in 1636, and by 1650 there were over 40 English families living in what is now Lowell. Lowell is the longtime home of Amherst College and the University of Massachusetts Lowell. It has also been the site of major manufacturing businesses such as J.C. Penney and Ford Motor Company. Lowell was first settled by Puritans in 1636, who named it after George Edmunds Lowell, an Englishman who had come to America in 1624 as one of the Pilgrims. The town was incorporated on July 1, 1793. In 1812–13, when northern Middlesex County became part of Union Territory during the Missouri Compromise, Lowell voted to secede from that territory and become part of what would become Massachusetts. In 1844, two years after Governor John Quincy Adams' reelection as President of the United States against charges that he interfered with partisan politics by awarding federal land grants to friends and foes alike—a practice called "Checkerboard Politics"—was declared unconstitutional by Congress under then-House Speaker Caleb Carr (D–Philadelphia), Lowell's Select Committee on Constitutional Affairs found that Adams had violated Ulysses S. Grant's Executive Order No. 1097 which required presidential appointments only from citizens or former citizens who were confirmed by a majority vote within two months after their nomination; Adams instead appointed political allies including future Congressman Nathaniel Hawthorne to key posts in his administration without giving proper consideration to their qualifications or merits as individuals or officials (Hawthorne would later be impeached for perjury).
