The Coast Guard has been in Holyoke, MA since 1879. The first coast guard station was built on the current site of the Holyoke Yacht Club in 1881. In 1916, the Coast Guard Station Northampton was added to the station complex and served as a primary training ground for future coast guard officers. In 1931, when Holyoke became an incorporated town, it decided to establish its own police department. This decision led to the founding of the Holyoke Police Department which still exists today. In 1951, when Interstate 95 was constructed through central Massachusetts, it came as a complete surprise that one of the entrances into Holyoke would be on State Route 93. As a result of this development, state troopers were called in to help with traffic control at various intersections within and outside of town. In 1984, when Congress passed the Merchant Marine Act Amendments which amended Title 14 USC Chapter 521 (the Merchant Shipping Code), Article XI (the Coast Guard's Maritime Law) of that act required all commercial ships registered in salt water states with more than 20 passengers or less than 100 feet long must carry Identification Number plates with a size no larger than 6 inches by 12 inches bearing both legend “CGN” and location number “1-5141” unless accompanied by a crew member who holds a valid crew license from any state having reciprocal licensing arrangements with Rhode Island; provided also that such identification may be carried only if such ship is moored at an open port or dock not used for passenger embarkation or disembarkation other than at ports under customs jurisdiction; provided further that identification plates shall not be issued to vessels operated by religious organizations engaged solely in proselytizing abroad; provided finally that no vessel shall be entitled to Identification Number plates until she has been designated by her owners or charterers as being capable of carrying such plate without impairing her seaworthiness
