There has been a history of policemen gift giving in Westminster, Maryland. The first officer to arrive on the scene in this town was Captain James Waddell. He set up shop in 1824 and started giving gifts to the officers who worked for him. This tradition continued until 1896 when the department became part of the Baltimore Police Department. From then on, gift giving was done by both departments within Baltimore. The first policeman in Westminster who received a gift from another department was Sergeant John Aiken. He gave away an old bicycle to Lieutenant Colonel George Armstrong in 1892. It is interesting to note that Armstrong had recently retired from his job as Commanding Officer of Company G, 4th Battalion, Maryland Light Infantry and was living at home with his wife and two young children. One of the most famous policemen who received a gift from another department was Harry Lewisohn Jr., also known as “The Shadow” due to his alleged use of surveillance techniques during the 1919 Baltimore rioting which left 14 people dead and over 200 injured. Lewisohn presented Captain William Hennessey with a rifle for protection during those riots. Today, there are several departments within Westminster that give away gifts to their officers. These include the Police Officers Memorial Fund which gives out toys and games for children; Unit Awards which reward bravery or service; and Detective Awards which recognize achievement within the police force itself or outside it specifically related to law enforcement work (i.e., community relations, crime prevention).

Westminster, Maryland is an unincorporated community in Prince George's County, Maryland, United States. It lies on the borders of both Prince George's and Montgomery Counties. The community was founded in 1814 by Captain John Smith as a trading post on land that had been donated to the British Crown by Samuel Lewis. In 1870, it became a town when it was annexed from Prince George's County. On April 14, 1907, Westminster merged with neighboring Silver Spring to form the new city of Silver Spring. The first settler in Westminster was Captain John Smith who arrived in 1814 and established himself at what is now known as Market Street/Route 7. He would later sell his land to Major General David Hunter who platted what is today known as Independence Avenue and named it Market Street after himself. The original settlers were mostly menial laborers who engaged in trade with Native Americans along the Susquehanna River which served as their transportation route between PA & MD. By 1830 there were over 50 households living within the boundaries of present day Westminster Township and 15 businesses had been established within two years of its establishment!
In 1790, Westminster was founded as a small town in Prince George's County by two Quaker families. The town grew rapidly and by 1800 it had a population of over 100 people. In 1812, the town became the capital of Maryland and has since been its most populous city.
