Westbrook, Maine is a town in Cumberland County, Maine, United States. The population was 2,856 at the 2010 census. Westbrook is the only incorporated town in Cumberland County and the only community located within the bounds of the University of Maine at Augusta. The first settler in Westbrook was John Westbrook who arrived on October 15, 1795. He and his family were among the first to settle in what is now Cumberland County. The town site was laid out by a group of settlers led by Captain Nathaniel Bowdoin on April 10, 1812. At that time it consisted of just two houses and a tract of land measuring one mile square. In 1814, Westbrook became part of Massachusetts as part of the Third Parish District of Boston due to its location near Boston's western boundarylines and because it had been given spectral notice by commissioners appointed to investigate irregularities going on in that district. In 1824, when Middlesex County was created from parts of Suffolk and Norfolk Counties west of Boston's boundaries, Westbrook became part of that new county too - becoming one of its most populous communities. In 1830, when Bangor became an incorporated city Limits area within Portland limits after becoming an unincorporated territory following a boundary change within that city; Westbrook also became an unincorporated territory within Portland limits - remaining so until 1914 when it merged with nearby Northport into one consolidated municipality under the name "Portland." On February 5th 1915 Portland annexed Addison Township which lay east-southeast (along modern Route 202)of downtown Portland along with portions of Canby Township lying north-northwest (along modern Routes 8 & 20). After annexation all but .5 miles (1 km) southward along modern Routes 202 & 207 from Addison Township to Canby Township were deleted from thenceforward Borough boundaries for fear they would be annexed as well ifPortland ever gained Village status; this proved not to be necessary as no village form has been registered since annexation. The following year on May 1st 1916 Pittsfield organized itself into a Village despite being ineligible for such recognition because it did not meet certain requirements including having property valuation records or election results dating back more than three years preceding incorporation date; however Pittsfield still remains partakes fully financially through its Townshend Tax Foundation which administers all Village functions save financial management On January 1st 1928 Westbrook officially become an unincorporated territory once again thanks largely to efforts spearheaded by then-Mayor Philpott who went so far as to file articles Of Incorporation for both towns alleging their lack OF City rights made them unique entities requiring special treatment like other rural areas constitutionally protected under US Constitution Article IV Section 3 clause 3 ; these Articles resulted in both towns receiving full City status effective February 1st 1928 making them responsibility instead for local government services including taxation while still maintaining their separate identities each with its own elected officials responsible for specific aspects thereof such as fire protection and health care while still retaining their right to secede should they desire without prior notification or consent from either Mayor
